permanent; not subject to change

Examples:

This is a new set of procedures, so we’ll be modifying them. They aren’t written in stone.

This policy may change. It’s not written in stone.

Picture it:

Picture words that are carved or written in stone. They have a sense of permanence. You cannot erase them easily.
